Field Exercises

The two regional field exercises (FX) will each take place over a three day time span, with one night also part of the exercise. The disaster scenarios selected for the exercise will be relevant for the region. Both of the FX will be preceded by a 1½ day table-top exercise (TTX) with command post exercise (CPX) features.

Montenegro: 201-24 October 2014

The IPA MNE Quake 2014 Exercise will provide an opportunity to SAR teams from all of the beneficiary Countries to cooperate during a staged earthquake event. Teams from 2 implementing Consortium countries will also participate in the exercise, that will feature coordiantion teams identical to those coordinating Union Civil Protection Mechanism deployments.

  • Regional three day field exercise (FX)
  • Disaster scenario focusing on earthquake response
  • Participation of teams from: Albania, Bosnia and Herzegovina, Croatia, Macedonia (FYRoM), Montenegro, Slovenia and Turkey
  • FX will be preceded by a 1 1/2 day table-top exercise (TTX) with command post exercise (CPX) features.

Component I

  • Capacity-raising through trainings and exchange of experts
1.1 Training
  • a training programme encompassing at least 5 courses following the logic and rationale of the EU Civil Protection Mechanism training courses with adaptation to regional needs.
1.2 Exchanges of Experts
  • the organisation of at least 35 expert exchanges in total.

Component III

  • Capacity-raising through TTX on HNS, workshops and provision of technical support
3.1 Table top Exercises
  • One table-top exercise in each beneficiary country with a focus on host nation support (HNS). The exercises will involve representatives from national institutions relevant for the provision of HNS (7 HNS table-top exercises in total)
3.2 Workshops
  • Two policy workshops on topics relevant to disaster prevention, preparedness and response at EU or regional level.
3.3 Technical Support
  • The provision of technical support if requested on development of standard operational procedures, legislation etc.
